The meeting discusses WSIS outcomes implementation, including progress, challenges and future actions.

In December 2003, the global community gathered in Geneva at the World Summit on Information Society (WSIS) around a “common desire and commitment to build a people-centred, inclusive and development-oriented Information Society” that leveraged the power of ICTs to contribute toward achieving the UN Millennium Development Goals. A central outcome of WSIS was the Geneva Plan of Action that established targets and 11 action lines that guide development in specific areas.

Subsequently, in 2005 in Tunis, the second phase of WSIS built on the Geneva Plan’s achievements and resulted in the Tunis Agenda that addresses additional issues including financing and Internet governance, and establishing a UN Group on the Information Society to facilitate the implementation of the WSIS outcomes across the UN system.

As an expert in global ICT and development, as well as Internet governance, Dr. Cogburn actively participated in the WSIS discussions in Geneva and elsewhere. Since 2006, he has served as a member of the High-Level Advisory Panel on the UN Global Alliance for ICT and Development, which resulted from the two phases of WSIS talks.

His participation at the 2015 High-Level Meeting enables further shaping as the global community reviews implementation of the WSIS+10 outcomes, particularly as they relate to accessible ICTs, accessibility policy, and persons with disabilities.
