Organized by the National Council on Disability Affairs (NCDA), the assessment focused on identifying the immediate social, health, and housing support services needs for persons with disabilities in the wake of Typhoon Yolanda/Haiyan. Ms. Leonor joined a team of volunteers in conducting personal interviews with more than 60 local persons with disabilities to gather primary data for a report that provided policy and implementation recommendations for government officials in the Philipines.

This project was led by NCDA Executive Director Ms. Carmen Zubiaga and was made possible by the various organizations within the city’s government. Roxas City is located in Capiz Province and its 47 districts or barangays are said to have an average of 75 to 100 persons with disabilities per barangay.
